Who Rockstar says Raul is
Raul Bautista’s official bio is short and entirely functional: he has robbed a lot of banks, he is confident about it, and he is looking for people good enough to help him do bigger ones. Rockstar leans on experience as his defining trait rather than menace or flash.
In a cast where most supporting characters are defined by a business or a habit, Raul is defined by a job description. That makes him the most structurally suggestive name on the list — a recruiter of crews is the kind of character a game builds missions around.
Where he is tied to on the map
Port Gellhorn is listed here because an earlier read of Rockstar’s regional character material associated him with it. On a later pass we could not cleanly re-confirm that association on the official page, so it is recorded as unverified rather than quietly kept as fact. Vice City is on this page for the simpler reason that banks worth robbing tend to be where the money is, and the city is where most of the game’s published footage lives — that is our inference, not Rockstar’s statement.

What the official footage shows
Rockstar’s extended gameplay video opens its most-discussed sequence on a bank robbery going wrong — Lucia driving, Jason shooting from the back seat, police closing in. The official game synopsis also begins with a score that goes wrong. Connecting that to Raul is intuitive and extremely common online, but Rockstar has not made the connection in published material and neither will we.
What the footage does establish is the register those jobs sit in: loud, improvised, and followed immediately by a serious police response. See police and crime for what has actually been shown of that.
Comparison to earlier games
Grand Theft Auto V built a marquee system around heists, with crew selection and approach choices. Red Dead Redemption 2 ran robberies as authored story missions instead. Rockstar has not said which model Grand Theft Auto VI follows, and a character who recruits talent could support either. Anyone telling you the game definitely has a GTA V-style heist planner is guessing.
