What official material shows

Rockstar names Port Gellhorn as one of six areas to explore in Leonida, and its official region copy calls the place Leonida’s forgotten coast — a once-popular vacation spot whose motels are cheap and whose attractions have shut down. Bank robber Raul Bautista is tied to the region in the character material. What Rockstar has never done is show a dock, name a harbour, or say anything about the town’s marine economy. The official Port Gellhorn screenshots are all inland: a motel, a club parking lot, a grow room, a car window handover, a bonfire.

So the water is official. The working waterfront is not.

Why it matters for gameplay

Expectation stacked on inference, which is about as soft as anything on this site gets.

The reasoning is worth stating plainly rather than smuggling into a confirmed-looking entry. The word Port is in the name. Rockstar’s other five region names each describe their geography fairly literally — keys, rivers of grass, a mount. The studio’s own copy calls the place a coast. And crime stories involving crews and coastal towns tend to involve things arriving by water. If there is a working waterfront anywhere outside Vice City and the Keys, this is the likeliest place for it, and it would matter for vehicles and for police and crime in a region otherwise characterised by dirt bikes.

That chain of reasoning could be wrong in every link. None of it comes from leaked material, datamines or community mapping projects.
